Goal

By 2022, the effective management of coastal, island and marine biodiversity and ecosystem services in Mozambique, Seychelles, Kenya and Tanzania is improved.

Specific Objective

Strengthen the adoption of locally relevant protected or conservation area governance frameworks by national governments and non-state actors.

Outputs/Activities

  • Output 1: Improved locally relevant governance frameworks are developed and promoted to support equity and effectiveness in the design, decision-making and benefit sharing in at least 7 coastal, island and marine conservation areas in Mozambique and Seychelles;
  • Output 2: Protected and conserved area planning, assessment and sustainable management tools developed and/or operationalized managed in at least 7 key sites in Mozambique and Seychelles;
  • Output 3: Knowledge and awareness products on locally appropriate PA governance and management approaches are developed and disseminated among local communities, civil society, private sector and government in Mozambique, Seychelles, Kenya and Tanzania;
  • Output 4: National policy and regulatory frameworks are strengthened through an evidence based policy advocacy/review in Mozambique, Seychelles, Kenya and Tanzania

Result Areas

  • Developed clear criteria for the selection of project sites; 8 project sites have been identified (2 in Seychelles and 6 in Mozambique) Initial stakeholder engagements have been carried out in both countries;
  • Conducted a participatory baseline review of existing governance types;
  • An action plan was developed that considers the main indicators of the green list to facilitate further evaluation of their performance in the different LMMA;
  • Participatory design of LMMA management plan (co-management tools + rules and regulations) is in process in 6 project sites;
  • Different livelihood activities are being promoted in the communities, with emphasis on the production of vegetables and small businesses;
  • The inclusive participatory assessments with local communities in and around each of the 7 selected sites of i) biodiversity and ecosystem goods and services; and ii) social vulnerability and livelihood resilience using the (Participatory Threat Assessment to Biodiversity tool) is now in process;
  • With focus on initiatives that promotes sustainable use of resources; contribute to the conservation of biodiversity but also addresses socio-economic challenges; work or a work process done to solve a particular issue; and have the potential for replication or upscaling the project listed 5 case studies in Kenya and is in process to finalize the same exercise in Tanzania;
  • National Webinars on GL organized in Seychelles and Mozambique and Discussion on the best way to stablish the National Expert Assessment Group is in progress;
  • ToRs for sustainable finance consultancy (Mike Riddell, as per original proposal and budget) have been drafted. Worth noting that synergies will also be created with BIOPAMA‘s protected area sustainable financing report in order to avoid duplication of efforts and provide complementary information;
  • In Mozambique, a preliminary legal review has been conducted, focusing on the latest conservation law and the modalities of implementation for the Community Conservation Area legal instrument. The creation of a network of LMMA's that will innovate the system of co-management in Mozambique level was discussed with the provincial authorities;
  • Several meetings have been held with key public institutions in Kenya (meeting with Ministry of Environment Permanent Secretary – PS and KWS’s DG); Tanzania mainland (Ministry of Environment Permanent Secretary – PS and MPRA’s DG), Zanzibar (Zanzibar Environmental Management Authority – ZEMA’s DG and Head of Department of Environment at Second Vice-President Office) and Mozambique (IIP’s DG and Deputy DG, who participated in a joint inception visit in Mecufi District, and ProAzul’s CEO, agency in charge of developing the blue economy in the country).
